Ken Edgell Retires from U.S.
Department of Transportation
Hutchinson, KS-- February 4,
2004-- Mr. Ken Edgell has retired as the Acting Director of the
Department of Transportation’s Office of Drug and Alcohol Policy
and Compliance in Washington D.C. and has joined American
Medical Review Officers, L.L.C. (AMRO), National Compliance
Management Service, Inc. (NCMS) and Pipeline Testing Consortium,
Inc. (PTC) all located in Hutchinson, Kansas as a Senior Policy
Advisor to the three companies.
American Medical Review Officers,
L.L.C. (AMRO) is a Medical Review Officer business that reviews
DOT and NON-DOT drug test results for DOT regulated and
non-regulated employers. National Compliance Management Service,
Inc. (NCMS) provides contractor monitoring for the oil and gas
industry. Pipeline Testing Consortium, Inc. (PTC) provides DOT
regulated employers in the pipeline industry with DOT-compliant
drug and alcohol programs.
For the last 17 years, Mr. Edgell
has provided expert advice on drug and alcohol related issues to
the past 5 administrations for the Secretary of Transportation.
In his last position at DOT, Mr. Edgell was the Acting Director
of the Department’s Office of Drug and Alcohol Policy and
Compliance (ODAPC), which is responsible for developing,
coordinating and overseeing alcohol and drug policies, programs
and information within the regulated transportation industry,
which now is covering over 12 million people. This is the office
that issues the Part 40 Regulation in regards to the DOT drug
and alcohol regulations.
Mr. Edgell was actively involved
in the development of the regulations to implement the Omnibus
Transportation Employee Testing Act of 1991, and authored the
DOT Breath Alcohol Technician Model Curriculum. He also provided
training for collectors and Medical Review Officers in the DOT
program. Mr. Edgell has a B.S. and M.S. in Information Systems
from Virginia Commonwealth University in Richmond, VA.
Mr. Edgell is well known to
countless transportation employers and service agents across the
country for whom he has answered implementation questions and
provided counseling on compliance issues for the DOT drug and
alcohol testing regulations.
Mr. Edgell is now bringing his
knowledge, skills and years of experience to serve as a primary
resource for AMRO, NCMS and PTC. According to Mr. Edgell “ I am
not leaving the industry and the work that I love, I am just
shifting gears. DOT is responsible for ensuring the safety of
the traveling public and our nation’s transportation system.

Mr. Edgell will maintain an office
in Fredericksburg, Virginia.
